RFP (Request for Proposal)

A Request for Proposal (RFP) is a formal document issued by a government agency inviting vendors to submit proposals for a specific project or service. Unlike an RFQ which focuses on price, an RFP evaluates proposals based on technical approach, qualifications, past performance, and price.

How It Works

RFPs are the most common solicitation type for complex services like IT consulting, construction, and professional services. Evaluations typically weight technical quality 60-70% and price 30-40%, though this varies by agency. Most RFPs include a detailed Statement of Work (SOW), evaluation criteria, and submission requirements.

Example

A city issues an RFP for a new website redesign. Vendors submit proposals describing their approach, timeline, portfolio, team qualifications, and pricing. The evaluation committee scores each proposal and selects the best overall value.
