PWS (Performance Work Statement)

A Performance Work Statement (PWS) describes the desired outcomes and performance standards rather than prescribing how the work should be done. It focuses on what results the government needs, leaving the how to the contractor.

How It Works

The shift from SOW to PWS reflects a government-wide move toward outcome-based contracting. Under a PWS, the contractor has flexibility to determine the best approach as long as they meet the performance standards. This encourages innovation and efficiency. PWS contracts often include Quality Assurance Surveillance Plans (QASPs) that define how performance is measured.

Example

Instead of specifying that a cleaning crew must mop floors twice daily (SOW approach), a PWS states that floors must pass a cleanliness inspection at any random check. The contractor decides how to achieve that standard.
