Cooperative Purchasing

Cooperative purchasing allows government agencies to leverage contracts negotiated by other agencies. Major cooperatives include NASPO ValuePoint (state-level), Sourcewell, and OMNIA Partners.

How It Works

Cooperative contracts save agencies time and money by piggybacking on competitively bid contracts. If Texas negotiates a great price on vehicles, other states can purchase at that price without conducting their own procurement. For vendors, cooperative contracts provide access to a vast customer base through a single award. Major cooperatives include NASPO ValuePoint (state procurement officers), Sourcewell (formerly NJPA), OMNIA Partners, and U.S. Communities.

Example

A technology vendor wins a NASPO ValuePoint contract for laptops through a competitive process administered by the lead state. Now, agencies in all 50 states can purchase laptops at the contracted price without running their own RFP.
