Contract Vehicle

A contract vehicle is a pre-competed agreement that allows agencies to issue orders for goods or services without conducting a new full and open competition. Major vehicles include GSA Schedules, IDIQ contracts, and BPAs.

How It Works

Getting on a contract vehicle is one of the most effective strategies in government contracting. Once you are on a vehicle, agencies can buy from you through simplified procedures. Major government-wide vehicles include GSA MAS (Multiple Award Schedule), SEWP (IT products), OASIS (professional services), Alliant (IT services), and CIO-SP3 (IT for health). Each agency also has its own vehicles. Winning a spot on a vehicle does not guarantee orders — you still need to compete for task orders.

Example

A firm wins a spot on the OASIS SB contract vehicle for small businesses. Over the next 5 years, they compete for and win 12 task orders totaling $8M from various agencies, all through the OASIS vehicle without new full competitions.
