For negotiated procurements (FAR Part 15), unsuccessful offerors can request a debriefing within 3 days of receiving notification of non-award. The debriefing includes evaluation results, overall ranking, rationale for award, and feedback on the offeror's proposal. Debriefings are invaluable for improving future proposals. They also provide the information needed to determine whether a protest is warranted. Pre-award debriefings are available for offerors excluded from the competitive range.
