Debriefing

A debriefing is a post-award meeting where the contracting officer explains to an unsuccessful offeror why their proposal was not selected. It provides feedback on strengths and weaknesses of the proposal.

How It Works

For negotiated procurements (FAR Part 15), unsuccessful offerors can request a debriefing within 3 days of receiving notification of non-award. The debriefing includes evaluation results, overall ranking, rationale for award, and feedback on the offeror's proposal. Debriefings are invaluable for improving future proposals. They also provide the information needed to determine whether a protest is warranted. Pre-award debriefings are available for offerors excluded from the competitive range.

Example

After losing a $5M contract, a firm requests a debriefing. The CO explains their technical approach scored Acceptable while the winner scored Outstanding, specifically noting the firm's staffing plan lacked sufficient senior engineers. The firm uses this feedback to strengthen their next proposal.
